Pinghu's foreign high-end talents have been selected as the "sole representative from Jiaxing" in the province's first batch of innovative agglomeration areas for foreign high-end talents


Recently, the list of the first batch of innovative agglomeration areas for foreign high-end talents in Zhejiang Province was announced, and the foreign high-end talent innovation agglomeration area in Pinghu, being the only one in Jiaxing, successfully made it into the province's first batch.

The foreign high-end talent innovation agglomeration area in Pinghu is located in the Pinghu Economic and Technological Development Zone (High-tech Zone), with the Zhichuang Park as its core. It consists of two international parks: Sino-Japanese (Pinghu) Cooperation Industrial Park and Sino-German (Pinghu) Cooperation Industrial Park. This area has distinct industrial characteristics and has formed multiple high-level industrial clusters, including high-end equipment manufacturing (automobile industry), digital economy, biomedicine, etc. It has attracted 371 foreign talents, accounting for 72.8% of the total in the city, and has over 300 foreign-funded enterprises, including 27 Fortune Global 500 companies.

Behind these impressive figures are the practical measures taken by Pinghu to attract foreign talents. The city has timely revised relevant talent policies, encouraging foreign talents to "land first, then apply." It has also established a "Overseas Talent Residence Harbor," providing free space for talents during the project registration stage and before applying for selection. For entrepreneurial projects of selected talents, corresponding rent-free policies are granted. Additionally, the agglomeration area has formulated and issued the "Opinions on Further Promoting Scientific and Technological Innovation," clarifying policies on result transformation, talent rewards, and innovation projects within the agglomeration area.

Apart from solidifying talent work through policies, Pinghu continuously innovates in talent services. It has launched the first batch of Chief Human Resources Officer selection, assisting foreign high-end talents in overcoming challenges in entrepreneurship and innovation. The Pinghu (Shanghai) Talent Service Outpost has been put into operation, providing resources for high-level foreign talents. Moreover, Pinghu has taken the lead in establishing the province's first Foreign-Related Management Service Center. Focusing on services such as document, life, and medical insurance services, it effectively coordinates the functions of 24 foreign-related departments, comprehensively constructing a service system to address the challenges faced by foreigners in getting things done.

As of now, there are 509 foreign talents working in Pinghu for the long term, with both the number of foreign high-end talents and professional talents ranking first in Jiaxing. In the past two years, benefiting from the agglomeration effect of foreign talents, Pinghu has formed a positive trend of attracting talents with talents, with an increasing number of foreign talents choosing Pinghu for employment.
